Laws are mainly composed of main provisions and supplementary provisions.
Main provisions are the main parts of the laws and consist of articles and paragraphs. And as a supplementary provision, the effective date of the laws, the transitional measures due to the enforcement of the laws, the amendment and the abolishment of other laws due to the enforcement of the laws and so on are provided.
Since the supplementary provisions accompany with the main provisions, matters related to the main provisions of the laws are provided in the supplementary provisions.
There are supplementary provisions which has references in statute book. These are not promulgated supplementary provisions but just references, so it is necessary to clearly distinguish these information.
Supplementary provisions are sometimes complecated and difficult to read, but supplementary provisions for amendment provide the promulgated date as a reference, so you can refer to the original law using the references.
For example, the expression in in parentheses of the following sentence is the reference:
附 則 （平成二七年五月一日法律第五号）
There are some laws which have no supplementary provision. It is Cabinet Orders which specify the effective date of a law.
These orders specify the date in the main provision like “○○法の施行期日は、平成二十七年九月一日とする。” and do not have supplementary provison.
It is not required to clearly specify the effective date of the Cabinet Order itself, so the supplementary provison is not provided.
