The document structure of the laws and the ordinences are composed of the main provisions and the supplementary provisions. In these days, most of the main provisions consist of the articles.
Regarding the supplementary provisions, “法制執務提要新版” (published in 1957) explains whether you should write them using articles or paragraphs like the following:

If you use only paragraphs for the supplementary provisions, the supplementary provisons has to be compoesed of a lot of paragraphs and even if the provisions have the titles for each provision, it is hard to read the provisions. From 1948 or 1949 to 1955, to distinguish the structure of the supplementary provisions from that of the main provisions, even if the supplementary provisions had many paragraphs, generally the supplementary provisions were compoesed of the paragraphs. Recently, when the contents of the supplementary provisions are complicated, the supplementary provisions are composed of the articles.

According to the explanation above, the supplementary provisions were composed of the paragraphs in the past, but later they were composed of the articles.
Now there is a rule the supplementary provisions should ne composed of the articles when the laws have more than three paragraphs and you can see the legislation is conducted based on the rules considered in each time.
