第○次改正法律附則
“法制執務提要” (Gakuyo Shobo: edited by Tatsuo Sato) explains this, too.
The laws including this expression are the following two items:
・National Public Service Act (1st amendment through 4th amendment)
・Eugenic Protection Act (1st amendment)
And this expression was used during this specific period. After this period, the expression was changed to that used now.
The method of legislation are carefully considered depending on the era.
