As I was saying in our blog, terms of laws and ordinances have strict rules and we need follow them. “削る” and “削除” are similar meanings when we amend the documents other than laws and ordinances, but in laws and ordinances they have clearly different meanings. When we use “削る”, the structure of the document itself is lost. I recently got in an antiquarian bookshop “例解立法技術.” Though this book was published about 60 years ago, this has a lot of specific example of legislation and we can easily understand the legislation techniques. In one chapter of this book (about the legislation skill), the writer tells us the expression must accurately intend the purpose of legislation and be easy to understand it.
