Legislation (drafting and amending laws) is conducted all around the world. The way to legislate laws are various. The methods fall into two major groups of “Integration method” and “Build-up method” and Japanese government adopts the former. As indicated in a column about legislation by the House of Councilors (Japanese Only), in amending laws, the contents of provisions in an amendment law integrate into the amended law.
Though Korean and Vietnamese governments adopt Integration method, the rules for lagislation in Japan are very logical. I feel Japanese method is very sensitive to sentences and artisanal aspect of the Japanese.
In 1957, the book “法制執務提要 法令の立案・制定・実施” (Japanese Only: a book about drafting and enacting laws) was published. I feel this book is the roots of the legislation in Japan. Though the way to regislate laws has changed from handwriting to computers, I think it is important to inherit the sensitivity of the Japanese to sentences.
