I have a book “法制執務提要　法令の立案・制定・実施” (Japanese Only: a book about drafting and enacting laws: 1957).
This book was written by Tatsuo SATO, a ex-Director-General of the Cabinet Legislation Bureau and summarized legislation techniques in Japan for the first time.
I had wanted this book for a long time, and finally got it in a second-hand bookshop recently.
In this book I can find a lot of lines for marks and imagin a person drafted laws with this book.
Since this book contains various techniques in amending laws and results of consideration about the amendment, I can see legislation is very logically considered techniques.
Nobady had PCs at that time and such a method was established only with papers and pencils, so I strongly feel Japanese sensitivity.
Japanese legislation techniques were transported to other countries and Korean government drafts laws with them. I feel proud that Japanese techniques are inherited in other countries.
