CONPHIC Co., Ltd. develops several types of tools to support drafting (legislation) work.
I wrote the blog about types of law and act number bfore. In addition, there are regulations dealt with as “act” although they are issued as “cabinet order”.
Potsdam Cabinet Order which inculde the sentence “内閣は、ポツダム宣言の受諾に伴い発する命令に関する件（昭和二十年勅令第五百四十二号）に基き、この政令を制定する。” is the group of these regulations.
These regulations are “ordinances” but dealt with as “Acts” and amended by “law”.
You can find out the history of the amendment of law with the supplementary provisions.
For example, if you consult the supplementary provisions of Immigration Control and Refugee Recognition Act (Act No. 319 of October 4, 1951), the first provision starts with “この政令は (This ordinance)” but the later ones start with “この法律は (This act)” and they are amended by Partial Amendment Act.
