When reading the sentences of a law, you see the numbers given to the start of the sentences of the articles, paragraphs and items respectively.

However, there are some old Japanese laws which do not have the paragraph numbers. In some law databases and books, regardless of the expressions in the official gazettes, the paragraph numbers are given as a reference to make it easy to read these sentences.
In these cases, the numbers are often expressed with the numbers enclosed within a circle to distinguish them from the official paragraph numbers.
The amendment sentences to amend these laws which do not have the paragraph numbers are different in the expressions from the general ones.
In general, when paragraph numbers are moved to the next numbers and a paragraph is added, the amendment sentece is expressed like the following:
第一条第四項を第五号とし、同条第三項の次に次の一項を加える。
(Article 1 Paragraph 4 will be moved to Paragraph 5 and the following paragraph will be added after Paragraph 3 of the same article.)
However, in case of the laws which do no have the paragraph numbers, it is unnecessary to clearly indicate the numbers of the paragraphs are changed, so the amendment sentences are expressed like the following:
第一条に第四項として次の一項を加える。
(The following paragraph will be added into Article 1 as Paragraph 4.)
The expressions of the amendment sentences are different depending on the exsitence of the paragraph numbers like above.
