The books about legislation expained the law title should show the contents of the law easily, but there are some cases that the title of the laws need the long sentece to correctly indicate the contents.

for example,

国民年金法等の一部を改正する法律の施行に伴う厚生年金保険制度及び農林漁業団体職員共済組合制度の統合を図るための農林漁業団体職員共済組合法等を廃止する等の法律による特例障害農林年金及び特例遺族農林年金に関する経過措置に関する政令（平成十六年九月二十九日政令第三百号）

and

平成二十四年度における平成二十三年度における子ども手当の支給等に関する特別措置法第二十条第一項、第三項及び第五項の規定により適用する児童手当法の一部を改正する法律附則第十二条の規定によりなおその効力を有するものとされた旧児童手当法並びに児童手当法に基づき一般事業主から徴収する拠出金に係る拠出金率を定める政令（平成二十四年三月三十一日政令第百十四号）

The second one has 154 letters in the title, so when entering the title in searching system of e-Gov from the law title, the error “please enter the law title within the limitted number of letters (128 letters).” is displayed.

On the contrary, there are some laws with 2 letters of the title like the following:
刑法
商法
民法

When I counted the letters of the effective acts and cabinet orders on a date, there were 94,721 letters and the average was about 23.45 letters.
Japanese style guide published by Japan Technical Communicators Association showed a sentence is easy to understand if it is written within 50 letters.
There are 8% in the acts and cabinet orders having 51 letters of the title. The title need long sentences to correctly tell the contents.
