Advance of Information and Communications Technology (ICT) has changed the world and the societies during the last half century and furthermore has changed the education, research and management in higher education institutions and academic research institutes like the universities, junior colleges, technical colleges and inter-university research institutions. Regarding the campus itself, it has become possible to realize the new type of campus called as cyber-campus which stretches out over a space and time unlike the traditional physical campus. Under this circumstance, the social significance and responsibility of higher education institutions and academic research institutes are again reconsidered about “academic freedom,” “tradition of higher knowledges and cultures,” “storage of information about higher technologies and knowledges” and so on. In addition, under the circumstances of declining birth rates, international competition and severe national finance, the efficiency of the management of the higher educational institutions and the academic research institutes is also a big problem.
As indicated in our articles of association, the purpose of AXIS is “to enhance the education, research and management using Information and Communications Technology in the higher educational institutions and the academic research institutes and thus contribute to the education, academic research, culture and industry in Japan.”
